- A: GOOD QUESTION
If dismissed, a copy of the Dismissal will ordinarily be in the official court file. In Charlotte, defense lawyers may call that the "shuck."
Indeed, the dismissal itself is often written on the front of the citation by the prosecuting attorney (the Assistant District Attorney), assuming it's a simple traffic ticket and not something more.
Furthermore, the official court system computer database (we refer to it as the ACIS system) also will indicate a dismissal of charges.
That computer portal is NOT available to the general public.

That being said, I think it would be better to speak with an attorney before posting something on a public forum and possibly subjecting yourself to civil claims for libel.
Indeed, if the purpose is to protect others from the opioid epidemic and possibly the doctor herself or himself, there may be more effective private ways to proceed forward through the NC Medical Board.
