A: If you own your house you should have a deed that is recorded and filed with the recorder of deeds where the property is located.
Q. Does a property that has been purchased (vacant and not occupied) requires a certificate of occupancy in PA?
A: You’ll need to ask your local municipality.
Q. In PA, are both spouses required to sign closing documents if only one spouse is listed on deed and mortgage?
A: Yes also you need to consult an attorney for this. While the property is in both name there are estate taxes that need to be taken care of and if you are married your wife has an interest. You really need to retain an attorney to get you through this transaction.

A: You can bring a civil lawsuit against at your local magistrate. In your complaint state the facts of ownership and request that the court find in your favor.

A: You should be able to bring a breach of contract action against the contractor. I would need to see the contract you signed.

A: If she does not show up in court she could have a judgment entered against her. If the loan was made from brother to brother I am not sure how he can legally claim she owes the money.

A: Unfortunately the house is now in the estate. Whom ever the executor is will decide what will be done with the house.
