Biography

Before his judicial career, Judge Marks had a general practice focused on criminal defense, family law, and appellate practice for 15 years. He has also worked part-time as an Assistant Public Defender for the Toledo Legal Aid Society for almost 10 of those years. Judge Marks brought significant trial experience with him to the bench, having directly handled over 1,000 criminal cases throughout Northwest Ohio and more than 60 direct appeals in various fields of law in multiple state appellate districts and the United States Court of Appeals for the Sixth Circuit.

A native of Northwest Ohio, Judge Marks was born and raised in the Toledo area. He is a graduate of Perrysburg High School and after serving a two year mission for his church in Italy, Judge Marks returned to the United States to finish his education.

Judge Marks holds a Juris Doctor from The University of Toledo College of Law. He earned a Bachelor of Arts from Brigham Young University and an Associate of Arts from The Ohio State University. During law school, Judge Marks worked as an extern for Judge Patrick J. Foley in the Lucas County Court of Common Pleas, as well as for Chief Judge James G. Carr of the United States District Court for the Northern District of Ohio.

Judge Marks is an active member of the Toledo Bar Association, having served on various committees and as the Chair of the Court of Appeals Committee. He is a member of the Lucas County Bar Association, and former member of the Maumee Valley Criminal Defense Lawyer’s Association and the Ohio State Bar Association. As an Eagle Scout, Judge Marks has volunteered as an adult leader with the Boy Scouts of America for over 20 years and has held numerous local and regional leadership positions within his church. Judge Marks is married to Renae, and together they have three children that are their pride and joy.
