First Southwest Company: Senior Vice President; 2007 - 2009; Activities: Mr. Flanagan provided advice and evaluation of innovative financing alternatives to state and local government officials with respect to transportation infrastructure; advocacy and education at seminars, workshops, "summits" and other events concerning proper role and purpose of public private partnerships; developed strategy with respect to the future of public private partnerships in transportation based on state and federal policy and budget considerations. During this period, Mr. Flanagan also was a guest lecturer at the John F. Kennedy School of Government, Study Group on Transportation and Infrastructure and was a contributing author to a recently published book, Investing In Infrastructure, 2009, Media Ltd.

Maryland Department of Transportation: Secretary; 2003 - 2007; Activities: Mr. Flanagan was chief executive officer responsible for strategy, advocacy and representation relating to Maryland's transportation system. This role is unique in its authority, scope and complexity.
