Mr. Seifert graduated with honors from the Univ. of Pennsylvania, Wharton School (1977) and the NYU School of Law (1980). While in law school, he was an editor of the Annual Survey of American Law and authored an article, published in 1979, on whether ex parte sales under commercial liens constitutes state action.
