I am a 1966 graduate of the University of Texas School of Law and a 1964 graduate of the University of Texas School of Business. Following graduation, I served in the United States Army in the Army Security Agency and, after receiving a commission, in the Army Artillery. Mr. Seifert graduated with honors from the Univ. of Pennsylvania, Wharton School (1977) and the NYU School of Law (1980). While in law school, he was an editor of the Annual Survey of American Law and authored an article, published in 1979, on whether ex parte sales under commercial liens constitutes state action.
