Undeniably Qualified
After graduating Texas Tech School of Law in 1997, Judge Hicks opened his own office, the Law Office of Bill D. Hicks outside of Austin. In 1998, he closed that practice and moved to El Paso, Texas where he joined the 34th Judicial District Attorney's Office.
Judge Hicks served the people of El Paso, Hudspeth, and Culberson Counties, for 12 1/2 years as an Assistant District Attorney. During his time with the D.A.'s office, he was cross-designated as a Special Assistant United States Attorney from 2003-2008. He prosecuted everything from Class C misdemeanors to Capital Murders.
In 2010 a vacancy opened in the State District Court in El Paso County. Bill Hicks applied and after a long process, was appointed as Judge of the 243rd State District Court, here in El Paso. Judge Hicks served from late 2010 until the end of 2012. Judge Hicks received very high approval ratings from the attorneys in the El Paso Bar Association.
After leaving the bench, now former-Judge Hicks reopened The Law Office of Bill D. Hicks P.C. which he ran until late 2022 when he was once again called into public service as our District Attorney. DA Hicks served our community by reorganizing the DA's office and implementing policies which made our District Attorney's office a source of pride for our community. On January 1, 2023, Former Judge and Former DA Hicks reopened for the third time, The Law Offices of Bill Hicks. We are once again focused on our clients and fighting to be YOUR VOICE FOR JUSTICE! All personal injury cases have a FREE consultation. Family law cases have a $300 consultation fee that is applied to the retainer if the client decides to hire me, so in effect it too is a free consultation if they hire me. - Credit Cards Accepted

Contingent Fees
All personal injury cases a contingent fee based cases, meaning that the client does not have to pay for our services. We take our money out of the award from the insurance proceeds. All other cases are billed on an hourly bases except certain Wills are done on a flat fee basis. -

- Appointed by Governor Greg Abbott after the disastrous administration of D.A. Yvonne Rosales upon her resignation. I rebuilt the office: eliminating an approximate 14,000 case backlog; getting the Walmart mass shooting case back on track and ready for trial; established collaborative and working relationships with state and local law enforcement agencies; stabilized the office personnel crisis; prosecuted cross border crime and riot cases; and began community outreach programs never before seen in the DA’s office.

- I operated a general practice law firm doing criminal defense, family law and probate work. I also was appointed as the “Neutral Hearing Officer” for the City of El Paso’s Code Enforcement Hearings and conducted hearings where the City of El Paso sought to revoke a business’s license to operate due to code violations. I also conducted several mediations as a trained mediator.

- Appointment by Governor Rick Perry. I presided over 1 of 17 District Courts in El Paso County. I had a split docket of 50% civil and 50% felony criminal cases. During the 25 months that I presided over the docket, we disposed of more cases than we were assigned. I presided over 21 jury trials during my tenure as Judge of the court. I also became a licensed Mediator and Arbitrator in November of 2012.

- I prosecuted everything from Class C citations through Capital Murders, to include a Capital Murder, Death Penalty Case. For four years, I was cross-designated as a Special Assistant United States Attorney where I prosecuted gun violence cases in both state and federal courts. When I left the D.A.’s office, I was a Trial Team Chief with responsibility for overseeing, training and supervising newly hired attorneys.
