Biography

I graduated from college in 1971. I took a year off to work for Marsh & McLellan in NYC. In 1972 I applied to the University of Toledo for law school. I served a year on the law school governing board. Upon graduation, I relocated to York, Pa., to serve as the sole law clerk for the judges of Pennsylvania’s 19th District. In 1976, I became an associate to Frank B. Boyle. Being active in the Democratic party, I was fortunate enough to be appointed Solicitor to the Block Grant Program of the York County Planning Commission, Solicitor to the York County Transportation Authority, Solicitor to the York County Transportation Authority, Solicitor to the Clerk of Courts Marlyn Holtzapple, and Solicitor to York County Children & Youth. We protected thousands of children.

I always enjoyed school so I applied for an LL.M. degree from Temple University in 1979. I commuted every Monday for 3 ½ years to Philadelphia from York. I graduated in 1983 and then devoted all my efforts to create an employment practice. By 1990, I did nothing but labor law and employment.

Q. Is it legal for my old employer to withhold my commission check because I no longer work there?
A: In PA, you earned it so you are entitled to it. PA has a commission collection statute that allows you to sue and to recover your counsel fees/ We can help you with this.
Q. I am a bartender making $8.25, the owner brought 2 new bartenders in, making $9.00 same work. Is this legal
A: So long as the difference is not predicated on race, creed, national origin, gender, age or disability, this can de done legally.
Q. Is it legal in the state of PA for an employer to change my pay rate drastically without any kind of notice?
A: Assuming that you do not have a written contract that promises a rate for a specific term, your rate can be changed up or down whenever the boss wants.
