Bill is a Southern Illinois native. He and his wife live in the Carbondale area with their five children. He attended Southern Illinois University at Edwardsville and graduated Cum Laude with a Bachelor’s degree in Political Science. He later earned Masters’ degrees in Special Education and Counseling Psychology, from McKendree University. He in Special Education classrooms in public and private schools.
